Interlocking stone must be a layed on a solid base of 12" inches. Then that area must be thoroughly compacted. A proper base will prevent the interlocking from shifting, sinking. It is not rare to have an interlock driveway last for 30 years without sinking.
We offer a re-level service for interlock pavers that have sunk over the years. Before we re-lay we always check if the base was properly excavated 12". Sometimes even if it was properly excavated it may sink in some areas. Less if the job was done right. A contributing factor is freeze/thaw over the winters.
Areas that have sunk it is safe to say it can't sink anymore, after the final grading and compacting. You will be happy to see how much nicer the interlock will look after it is re-layed. Something that will really give it the new look is a fresh coat of sealant.
